During my service in the Florida Legislature during the '70's and '80's, there was no dispute who was the more powerful lawmaker. It was Senate Dean Dempsey Barron of Panama City. As you will read below, his power came from his intelligence, his adroit use of the rules, his sense of humor, and his downright dogged determination. I didn't often vote with him, but he had my undivided attention at all times. His legislative power was legendary.
