When Don Tucker first became Speaker of the Florida House of Representatives in 1974, he brought in a new team of senior staff, let by Gerald Sternstein and Phil Blank. Although both were seasoned and experienced, they had not served with access to such power. Since I was a new member of the House of Representatives, I found myself often working with them, rather than directly with the Speaker. As you will see from the Quorum Call below, I was impressed with Gerald and Phil, and consider them friends today.
